ULR, UWLR or ULOR?

ULR is upward light ratio, UWLR is upward waste light ratio, ULOR is upward light output ratio.

So they are all the proportion/value of light emitted by a luminaire above the horizontal compared with the light output of the light source/luminaire.

In most cases, ULR, UWLR and ULOR are same. They all means the ratio of upward light of luminaires when they are installed. But UWLR is defined as the proportion of the luminous flux emitted by the luminaire above the horizontal only in the installed position. ULR/ULOR is defined as the proportion of the luminous flux emitted by the luminaire above the horizontal no matter it’s installed or not installed.

Fully shielded or Full cut off?

Fully shielded lamps are lamps that include shielding devices in their design to ensure that all light is projected downward. This design prevents light from scattering upward or horizontally, thereby reducing glare and light pollution.

Full cut off lamps are more stringent, meaning that the lamp design ensures that the light does not scatter upward at all, and limits the light intensity of the lamp at a vertical angle of 80 degrees and 90 degrees to ensure that the lamp does not produce or produces as little glare as possible.

Obviously, lamps rated as fully cutoff lamps by IESNA are fully shielded, and fully shielded lamps are not necessarily fully cutoff lamps. They may be full-cutoff or cutoff lamps.
