Question 1

How can I participate in overseas municipal tenders if I don't have complete product certifications yet?

Accepted Answer

In international street light bidding, the most cost-effective and efficient approach is to directly leverage the source factory’s existing suite of international certifications such as ENEC, CB, and CE. If the buyer or distributor insists on displaying their own brand or independent model name on bidding documentation, they can apply for a certificate copy, transfer, or report extension from the certification body. However, note that this usually incurs third-party testing and registration costs. Therefore, for most overseas partners, utilizing the factory's authoritative credentials and test reports early on is the fastest way to break into the market.

Question 2

What is the difference between NEMA 7-pin and Zhaga Book 18 interfaces in a street light tender, and which should I choose?

Accepted Answer

Both are standard interfaces for smart street lighting controllers, but they cater to different regional preferences and technical architectures. NEMA 7-pin serves as the mainstream standard for North and South American markets with a bulkier body, a traditional twist-lock mechanism mounted on top of the fixture, and support for both photocells and advanced central management systems. Zhaga Book 18 represents the next-generation standard for European and international smart lighting, featuring a compact low-profile form factor, superior waterproof sealing, low-voltage DC power supply, and DALI communication protocols ideal for modern sleek luminaires. NEMA and Zhaga currently coexist in tenders depending on regional requirements, though Zhaga represents the future trend despite requiring D4i-compatible drivers and carrying a slightly higher initial cost.

Question 3

Why do tenders require luminaire efficacy to be based on an LM-79 report rather than the LED chip datasheet?

Accepted Answer

An LED chip’s efficacy only represents the light output of an isolated chip under ideal laboratory current and temperature conditions. In contrast, a tender cares about real-world luminaire efficacy. Once packaged into a complete street light, optical lens losses, driver conversion losses, and thermal resistance take a toll. For instance, a fixture built with 200 lm/W chips typically yields a real system efficacy between 150 and 170 lm/W after accounting for losses. An LM-79 report is an official third-party laboratory test measuring a complete fixture's real operating luminous flux, power, and efficacy, making it the only legal basis for municipal engineering acceptance.

Question 4

How can suppliers and distributors improve their win rates in international bidding?

Accepted Answer

To successfully navigate and win LED street light tenders, bidders must align their technical submissions strictly with LM-79 efficacy standards, complete fixture IP66/IK10 certifications, and ensure tier-one component traceability.
